Flat Roof Damp: How to Diagnose It and What Actually Fixes It

Flat roofs have a reputation for causing damp, and in many cases that reputation is earned. But the problems are rarely as expensive or inevitable as they’re made out to be — and they’re frequently misdiagnosed. As an independent damp surveyor covering Derby, Nottingham, and Leicester, I investigate flat roof damp problems regularly. Here’s what’s actually going on and what fixes it.

Why Flat Roofs Fail

A flat roof isn’t actually flat — it should have a minimum 1:80 fall to allow water to drain. When falls are inadequate or the structure has deflected over time, water ponds on the surface and the covering deteriorates far faster than it should.

The covering itself is the primary waterproofing layer. Common flat roof coverings and their typical lifespans:

Built-up felt (traditional three-layer): 10–15 years before joints and laps start to fail. Very common on 1960s–1980s extensions and garage roofs. Cheap to install originally but now often at or beyond end of life.

Single-ply membrane (GRP/fibreglass, EPDM rubber, TPO): 20–30+ years when correctly installed. GRP is brittle if the mix is wrong or it’s been walked on without protection. EPDM is durable but relies on adhesive joints. TPO (a newer thermoplastic) is welded and generally very reliable.

Mastic asphalt: found on older flat roofs, typically 20–30 year lifespan, can crack with thermal movement and becomes brittle with age.

Green roofs and inverted roofs: increasingly common on extensions, require specific detailing at upstands.

Where Water Gets In

The covering itself is less often the entry point than people assume. The majority of flat roof leaks occur at:

Upstands and abutments: where the flat roof meets a wall, the upstand must be taken up high enough (minimum 150mm above the finished roof surface) and properly dressed into the wall. Poorly formed upstands, flashings that have lifted, or pointing that has failed at the top of the flashing are extremely common failure points.

Drips and edge details: where the roof covering terminates at the edge, water must be directed away from the fascia and soffit. Failed or missing drip details allow water to track back under the covering.

Outlets and penetrations: roof drains, soil pipes, and any other penetrations through the covering require careful detailing. The seal around them degrades over time.

Blisters and splits in the covering: thermal movement causes built-up felt to blister and split. Water enters through splits, tracks along the roof structure, and can emerge some distance from the entry point internally — making the source difficult to identify visually.

Why Flat Roof Damp Is Hard to Diagnose

The relationship between where water enters and where it appears inside is rarely obvious. Water gets in at an upstand, travels along the roof deck, wicks into the insulation, and drips through the ceiling a metre away from the actual leak. This is why visual inspection alone is insufficient.

Professional thermal imaging is the most effective diagnostic tool for flat roofs. Moisture trapped in the roof build-up has different thermal mass to dry material — it changes temperature more slowly. Surveyed at the right time of day (typically early morning as the building warms up, or after sunset as it cools), saturated areas show clearly as thermal anomalies against the dry surrounding material. This pinpoints the location of water ingress without lifting the covering or taking cores.

When Repair Is Enough

Not every flat roof needs replacing. Isolated failures — a split at a specific point, a lifted flashing, a failed seal around a penetration — can often be repaired effectively at a fraction of the cost of a full re-cover. The key is identifying whether the problem is isolated or whether the whole covering has reached end of life.

Signs a repair is likely to hold: the covering is within its design life; the failure is clearly localised; the rest of the surface is sound with no widespread blistering, cracking, or ponding; and the insulation below hasn’t become saturated.

Signs a re-cover is needed: widespread blistering or cracking; the covering is beyond its design life; multiple previous repairs; significant moisture trapped in the roof build-up (detected by thermal imaging or core sampling); or ponding water on more than a small proportion of the surface.

Typical Repair Costs

Isolated repair to flashing or upstand: £150–£400
Re-cover with GRP/fibreglass (small extension roof): £800–£2,000
Re-cover with EPDM rubber membrane: £600–£1,500 for a small roof
Full re-cover with insulation upgrade: £1,500–£5,000+ depending on size
